truma water heater dumping water when taps are on.

We have a swift charisma 545, 2003. When we turn the taps on the water is dumped out through the top overflow pipe outside the caravan  ? The tank fills up correctly, the drain value is closed so we can not understand what is going on. Has anyone got any
advice please  ?
