Cascade Carver 2 - Blowing fuses

I have a Cascade Carver 2 water heater and it has just started to blow the right hand fuse in the on off module.

I have tried two burner units now and they have both reacted in the same way.

If the burner units are freestanding they both work as they should. Switch on - gree light lights, gas valve opens and the spark starts sparking. After 10 seconds the gas valve switches off and the orange light lights to show an error. Which there is because
its not connected to the gas.

However, as soon as I screw the burner unit into the heat exchange unit and then switch the on off switch, the right hand fuse blows. 

To begin this fault was intermittent and I did find that once I had walmed the water using the electric, the gas lit perfectly and the hot water system using gas worked perfectly.

The fault has now returned and I can not understand why the fuse is blowing. Its as if there is an earth fault. In theory the boiler is earthed through the gas pipe and the electric earth forom the electric heater. I have also disconnected the electric heater
element but this didnt help at all.

Has anyone experienced this problem or can anyone offer any advice on what I can try next.
