Hi-Vis Jackets in France?

I've heard that Hi-Vis jackets are now required when travelling through France in case of breakdown for safety reasons.

Can anyone advise whether a full jacket (with sleeves) is required, or just a slip-over waistcoat type?  Many thanks!
