Proposal to permit cycling on footpaths

I probably should have explained it better in my original post. The piece on TV was in reference to green footpaths through the country side, not the tarmac 'pedways' that we have around Worcester, for example.
The article showed two lads in training for some ATB racing event, and how they were 'forced' to train in Scotland, where such use of green footpaths is allowed.
It then showed them cycling at a breakneck pace along a very narrow track. Fair enough if such a path is designated for their use alone, but potentially lethal if they met a walker or a dog walking quite legitimately off its lead.
We have personally encountered such riders locally on the Malvern Hills, and on holiday, in the woods above Porlock, Webbers Post and Dunkery Beacon. Shouting out a warning that they are approaching does not really excuse them, in my opinion

Thanks for that Richard I tried to explain in my post on page 1 and describe it as off road , but your dicription is spot on and I agree with you far to dangerous , we ourselves have had BMX bikes suddenly fly out of woods onto a country path believe me it's frightening
