Breakaway cables

We are new to caravanning and when we collected our caravan from the dealer he said to attatch the Breakway cable to the small welded 'eyelets' on the tow bar.

Now having read further on several web sites I am not sure if the cable should instead be looped around the neck of the towbar and then clipped back on itself?

I would not wish to break any laws about this.
