Standardisation of rules?

We've heard a lot lately of how feelings amongst us are mixed regarding various rules associated with sites, particularly those around arrivals and departures. Some call for some reasonable flexibility of approach to these rules while others demand an unwavering standardisation of the rules across all sites.

Now don't get me wrong, I can see the advantages but would standardisation of procedures across the sites really be feasible or even desirable?

I am of the firm belief that wardens should run sites and apply rules in the best interest of us members and that consideration for me comes first but are they not hamstrung to some degree by the vagaries of the sites they run? It appears to me that sites are not that simple and are not the same. For example, consider the number of wardens couples running the site. On a 3 or 4 couple warden site covering the reception and arrival/departure hours is relatively easy but what of the single couple sites? With a single couple site there is potentially no cover of reception on every week day during lunch breaks.  Even with a two couple site the same will be true for several days each week when the other couple are on their days off. Now in these situations when the working couple are at lunch break (presumably taken some time between 12:00 and 2:00pm this may be a peak arrival time) then who is to manage the incomers and departers? Let's also remember that different sites have specific every day job rotas which can also vary between sites (ie. toilet block/no toilet block) these impact on the daily rotas too. Then couple in those vagaries and difficulties of road access into some sites and these we know can challenge the management of those arriving and departing. Wardens will also know a little of the usual arrival patterns for their sites. All these factors, and I'm sure there will be more, add up to wardens knowing how best to organise their days, their arrivals, the departures and procedures in the best interests of the majority of us members who visit site. Due to the above it's clear to me that a one rule, a standardised way of working will not always fit all sites perfectly. I'm sure others will think differently but as we have said, feeling are mixed. Any other thoughts?
