Rally Complaints

I can't believe I am asking this as I have been on a lot of rallies and never had a problem but after the weekend I have just had I really feel I need to complain about the marshalls so can anyone tell me who I need to complain to would itthe the chairman
of the centre ? I am not sure if this would work as they all seem to be friends or do they have to action my complaint ?  Any help would be appreciated :-)
