Should a power cut have such an effect?

It seems there was an outage today, from around 10:30am to 5:00pm, due to a power cut. I guess they just managed to sort it all out before going home for tea.

I find it difficult to believe that an outage of that duration (6.5hours) should be caused by a power cut. I guess we’ll never know.
