Overnighting in Lay-bys

Is overnighting in lay-bys safe?

I used to do it with a caravan but now feel much more comfortable in a motorhome. 

I once caught someone removing my aquaroll, when only on a lunch stop in the caravan, so you never know where or when it may be safe. They were not planning to fill it for me!
