12m rule for outfits in Spain

It was pointed out to me about the 12m rule for outfits in Spain, so I read the CC Guide to Spain for the first time!!!!  My outfit is 12.20m, what's 20cm between friends(or the Spanish police). Does anyone
put the marker boards on their outfits? I can't remember seeing any outfits with them, on my travels.
