All depends on the weather

In March we decided that we would have a summer break in Bavaria and Austria departing third week of July.  Then in May thought Scotland would be the place to go.  So far this year we have only had a couple of days where sitting outside for breakfast was a joy with sufficient warmth.  Now trying to decide whether we should go to the Hoek van Holland and chase the sun South or maybe East.  Have you decided yet or leaving it to the last minute hoping for an improvement in the weather?
