French km tax over 3500kg

Undecidedn July 2013 I understand France  is introducing a non motorway  km tax  on RN roads similar to the Austrian GOBOX tax for vehicles
over 3.5 tonnes. There appears to be confusion at to whether this will apply to motorhomes over 3.5?
