Sanef tags at Spanish border

Hi  hope you all are enjoying the summer.  We have used a Sanef tag for the last two seasons in France. This year we will be crossing the Spanish border at Irun, the question is:- will the Sanef tag work at the peage, ie  is the peage French or Spanish.
Also where is the best place to get fuel heading for the ferry at Santander.
