Calor Lite Gauge

I have just bought a Calor Lite 6kg propane cylinder for the first time. I was surprised when it was handed over in the shop to see that the gauge showed empty, it was supposedly a new full cylinder. When I queried this fact, the assistant told me that they
always display empty until installed and the tap opened - then it would rise to full? I have now installed the bottle in the caravan and burnt some gas on the hob for a few minutes, but the gauge still shows empty! I have weighed it at 10.5 Kg so I presume
that it is full?

I have read that they are not very accurate and can only give a guide as to when it is about half full, but I wonder if somebody who has used one of these can comment on it still displaying empty.

Is this normal on a new cylinder? Will it revert to full when I have used a little more gas?

Any help or advice will be gratefully received?
