Another fudge?

Just been reading the article in the September magazine about caravan wheel nuts and tightening of them, and frankly, I'm none the wiser.
It would seem that:
- Despite a lot more wheels falling off in 2011, there is nothing to show that the manufacturers did anything wrong.
- You should be checking the wheel nut torque on your caravan much more often than on your car (which does many more miles).
- You may have to buy some new, expensive wheel nuts to overcome the problem that you thought was the caravan manufacturer's problem.
- You maybe should tighten the wheel nuts more than it says in the handbook.....or maybe not.
- You need to buy a torque wrench to sort out this problem - and you'd better be sure it's calibrated correctly.
Do the caravan manufacturers realise that a caravan is many people's biggest purchase and that a wheel loss causes a massive trauma and enormous inconvenience?
Shouldn't they be bending over backwards to sort this problem out?
And shouldn't the CC be leading the charge on this issue? (perhaps to make up for their impotence on the gas regulator debacle?
