Should Housing Associations be forced to allow tenants to buy the house that they are currently renting, at potentially huge discounts?

When this was forced on councils, they only replaced about 15% of the houses sold off.......presumably finding other things to spend the money on.......a few executives, perhaps?

Many of these ex council houses are now owned by private landlords and are rented out at far higher rents than the council ever charged.....
