Cool / Not Cool?

Why do some people still think that what they do looks really 'cool'......and yet everyone else thinks they look like a prat?
Example - the guy who used to come into the office with his cardboard cup of coffee and talking loudly into his mobile phone........not cool.
People who wear those phone ear-pieces all time......not cool.
People who drive around with their car windows down playing really loud music......seriously not cool.
What is and isn't cool?
