Supervision - when can they go on their own

yes i know the club rule says children need to be supervise at all times but no one seems to bother-  ive seen toddlers out on their own and if you had teenagers you arent going to be taking them everywhere at home supervised

But at what age do you think its reasonable they should be allowed say to the toilet or the play area.  they are well behaved and know not to walk on pitches etc.  or out on their bikes round the site?
