Possible New Road Laws in France

I saw this on another forum and I don't think I have seen it mentioned here. Apparently the French are wanting to clamp down on the use of telephone hands free devices and tinted windows. Some more details here What we don't know is whether this will apply just to French citizens or to visitors as well.Also we don't know when or if they will come into effect.
