French Digital TV Signal

Why is French digital TV reception so hit and miss? I got great signal and French TV coverage including Tour de France at four of the 8 sites we visited in 2012, but absolutely nothing at the other four. I have a smart phone app for finding UK signal direction
but can't find anything similar for France.

I'm not bothered about sattelite or getting UK TV programmes, I just want to watch the Tour, the news and the weather in local language.

All help and advice greatfully accepted, particularly if it applies to signal at Moulin du Roch in Dordogne and La Bien Assise (nr Calais)
