Tow safe noseweight

My car has a recomended noseweight of 75KG. The van has a noseweight of 95kg. So I need to lose 20KG's! Does the calculation assume a battery & gas bottle fitted or not? Whats the best way to lose 20KG apart from swaping the car! Don't really want to travel
with the bottle in the loo at the back!

Also are the noseweight gauges they sell on ebay for under £20 any good. Don't own any bathroom scales anyhow.
