HGV failed over take

Twice recently I have been at approx 58/59 mph with caravan attached on motorways with an hgv close behind.

The hgv then pulls out to middle lane to overtake, and on doing so gets a full on headwind and cannot complete the manouvre, then resorts to flashing every light its got before pulling back in behind me.

what have I done wrong, am I supposed to slow down to let it pass ?.
