Tow a small car legally on an A frame in Europe

We are being told that A frames are an acceptable method of towing small cars on the back of motorhomes while travelling through France and Spain.  The legal view seems to be NO TO A FRAMES - YES TO TRAILERS.  What are your experiences and views please
