A puzzle - or is it allowed?

Whilst out walking today I went past two cars parked in a farm yard / agrultural contractors. The models were certainly different but might have both been BMWs. The odd thing about them was that they both had exactly the same personalised registration number.
I had to look twice to make sure I wasn't mistaken. Is this allowed?
