New rear seat laws for Spain.

Apparently recent changes in Spanish regulations prohibit the carriage of
anything in the rear seats, other than seat-belted passengers, with a hefty fine for anyone not complying. Has anyone any idea whether or not this prohibits carrying anything in the rear (boot) of an estate car? (This law is now in force).
