A parallel universe?

The test review in the April edition of the CC Magazine opens with "If you're about to buy a new caravan, you've never had it so good. In all my years following this fascinating industry, I've never known there to be such consistently well-made
vehicles right across the price spectrum..."

Is this the reality and are those complainers we encounter on the forum a tiny minority? How do you define "consistently"?
