Camping Carnet (CCI) and Camping Key Europe (CKE)

I know a little while ago, Natasha mentioned that the old CCI card (Camping Carnet) was essentially going to be replaced by the new CKE Card (Camping Key Europe).  Those who already have CCI cards will be valid for 2014, but new issues would be the new CKE card.  (I hope I have that right, but please tell me if you know different).

In the past, from what I can remember, the CCI was issued free as part of the Red Pennant Continental Insurance package.  Will the CKE Cards be issued free for Red Pennant takers, or must this be purchased seperately?
