E-Bikes v Pedalecs

i believe that the regulations between the UK and the EU have now been harmonised regarding Pedalecs (restricted to 250W, 25KPH, No Throttle) but this means that any E-Bike is now classed as a moped and has to have registration plates, insurance, and riders have to wear motorbike helmets WEF Jan 2016???
