Why do rallys not have to adhere to the fire regs?

Genuine question as I am not a rallier. Passed a rally at the weekend and as the I passed it 10 times in one day and more over the course of the weekend, including one time the traffic was stationery, I had a chance to have a good look.

A lot of the caravans were really close together and several had windbreaks from one to the next to create a safe play area presumably.

None of it is an issue to me but how come they dont have to do the whole minimum spacing malarky?
