21 day rule

Just curious really.

I can understand rules about permanent abodes etc etc and not wanting caravanners to 'take root' at certain sites but why the 21 day rule when many sites offer seasonal pitches?

Lots of members who post on here say that they are moving on after their 21 day stay only to stay at another site for 21 days. 

Am I being dim? Is it time for the maximum stay allowance to be reviewed?
