Late availability

Does anybody know what percentage of pitches  a site has to have available to warrant the description "low, book" in the Late Availability section?

    If you click or hover over the box for each day which says low when you get to the site booking page it usually comes up with five or less pitches available.

    As Brue says above it's 5 pitches. Not sure if that will remain the same with the new system though.
