An idiots guide is provided by the Explanatory Notes where a link is also provided to an Explanatory Memorandum.
The change comes into force 15th November 2021, to be reviewed not later than three years thereafter.
My question is. Prior to this change UK driving licences and the categories therein were aligned with those of the EU. Once this divergence comes into force will those that hitherto had been unable to tow in the UK also be able to tow in the EU?

Whilst amending these things, it might have been nice to increase the weight limit to 4000Kg from the current 3500Kg.

I think the increase to 4250Kgms is on the cards for the "B" licence. When the licences were not in line with the EU it was never a problem driving over there. I don't think it was ever down to EU harmonsiation but to some other, possibly a Geneva convention.

For a number of reasons a great deal of work went into aligning the driving licences and categories across the EU. I suspect that our changes will be accepted but there is no convention of which I am aware that makes it a certainty. On the other hand it may reignite the need for UK licensed drivers to have IDP's. To expand your example PD the Germans have been pressing for the basic licence to cover vehicles up to 4250kgs for about seven years but the EU in its wisdom has so far resisted the change.

Its alreaady been done in the UK to allow white van man to drive electric commerical vehicles.

What a load of 'gobbledy gook' or to put it another way 'shoe makers'.
Why cannot it be put into plain English - after all that what I have been using for the past 80 years.
Can Anyone translate it for me without writing a book?

The Regulations amend the Motor Vehicles (Driving Licences) Regulations 1999. If a person passes, or has passed, a driving test for a category B licence, that person will from the 15th Nov 2021 be entitled to drive a vehicle combination of a class included in category B + E without having to take a separate category B + E test. Does that help?

A UK driving licence issued after 15th November will show B+E if it is renewed for any reason (like asking for a replacement because yours has been lost). As far as anyone reading your licence is concerned, you have a licence with the appropriate class.

Yeah, but who tows with a camel? From my experience of being driven round Cairo in my daughter's Ford Explorer, the licence criteria must be fairly lax.

I can remember some years ago ,how many French vehicles had dents in them, not surprised when watching their driving
One day we were waiting on a Railway station when a freight train loaded with new cars passed ,and one of our group suggested they were on the way to have the it seemed, obligatory dents installed before going to a showroom
