How does the band system work for toilet facilities on club sites

This year there is a pot filled with Milton fluid and a number of bands. Take one out put on hook and enter block. Remove on exit and return to fluid. If no bands / hooks full, wait for someone to exit. Unfortunately problems arise when some ignore it, or forget to take the band off when leaving.

The idea is you hang it on the hook while you are in the facilities and then return it to the pot of fluid afterwards. Some times folk forget and leave them on the hook. They should not be put on the wrist. Once went very early in the morning and there were three out of four bands on. Put the fourth on and entered and the lights switched on. No one else was in there. I returned all four to the pot on exiting.

If it doesn't, just ignore it. On the sites I have been on, it has been useless. Example:
Exmoor House last week. 2 hooks, 2 rubber bands. Facilities have 2 showers, 2 cubicals, 2 urinals, 2/3 private bathrooms. So two people having showers, no one else can use any of the facilities. Utter nonsense and fortunately totally ignored by most people on the site.Often there was 1 band on the hook, one in the tub and no one in the facilities.
Similar experience at Brighton a few weeks ago, where the rubber bands seemed to mysteriously disappear. My wife found a queue one morning of several people - when she asked, they were all waiting for showers and no one using the WC.
I have also been on commercial sites where there was none of this nonsense.
Its not even a Statutory requirement, just made up by the C & MC.

Not well
Many times gone in to toilet some bands on board ,but no one in
Gone in and there was definitely more men in then bands
Pretty well ignored, as is mask wearing in the toilets ,including wardens ignoring bands and masks0
