This isn’t the first time you’ve referred to CLs and certified sites as if they are two different things and you make no sense.
A CL, or Certificated Location, is a 5 van site licensed, or exempted, by CAMC.
It pays to understand what you’re talking about before you start using these terms.

Wrong again, the link applies to Club Sites. If you use CLs on a regular basis you should be well aware that they are privately run sites and as such can have whatever earliest and latest arrival times as they wish to apply.

Sorry, TW and Kjell for repeating what you both posted. You beat me to it, but it doesn't harm to say the same again when the OP has obviously no idea of the term CL and Certificates Location in comparison to a Club site.

I don’t think that would help that much. I can envisage the warden still having to assist that late comer or fellow campers already pitched up as a result. Those late would possibly need help finding that pitch (of the right type), then pitch correctly according to fire regs and comfort of others and be afforded all the info. they require on turning up. Then, when pitching, do so without disturbing others or tripping the electrics of self or others. I can envisage instances when a warden would be required to assist or intervene just to limit those issues which may come to light the following morning.

Anyway, I'm off again for a few months and see if anything much has changed when I come back. Doubt it somehow.
I really should do the same for a more tranquil life. In my time using CT I have seen many a member give up and rarely come back.

Personally I think the 8pm cut off about right and can’t see any reason in going to the expense of extending it. That said, I think you are over emphasising potential problems. The issues you mention could occur at any time. As I put in another post the code would be one time, you would be responsible for ringing up and obtaining it, at which time you would get your pitching instructions and pay for your stay. An envelope would be fixed to the notice board with site leaflet and map showing your assigned pitch. There would likely be only one left if it was Friday night.

You are probably right SteveL. However, over emphasised or not those issues I mentioned are real and possibly, no definitely do need managing. When I read of foreign practices in hotels being considered modern day slavery comes to mind. I’ve witnessed how these poor family folk in foreign countries have to resort to earning every penny they can. Believe me, not wishing to pay more for my pitch, I’m happy that staff are payed relatively ‘decent’ wages and have decent working hours. To inject increased staffing levels would push prices up in the UK. However, that may just be over egging it a tad too far for some!

I got held up in horrendous traffic on the M25 in an evening when heading for Wyatts Covert at Demham, and couldn’t make an 8pm arrival. Luckily the warden there at the time was more sympathetic than some fellow members posting on here. I hope my arrival didn’t disturb the elderly who take their medication and go to bed at that time.

Good for you - but the point being made in this thread is not about the odd (no offence! ) member being held up and unavoidably arriving later than expected.
The request seems to be for permission to deliberately arrive later than 8pm out of choice. The OP has been given ample suggestions for alternatives, but (if we are to believe he's serious) is simply unwilling to accept any of them.

Graphic though it is, the whole point is that standards and costs to us of a pitch revolve around overheads. We only get what we pay for. Let’s not forget that practically all wardens live on site in their own vans. Many I’m sure do so wanting to emulate the wonderful experiences they themselves experienced as tourers. You can’t separate standards, working conditions, overhead costs, including wages and then price to us users. The picture shows the worst but just remember that the issues around finding a new way of working has implications in all directions, there’s no magic wand or bog brush! Many of the lovely spotless sites I have been on abroad have been family run which alters the equation considerably. They are not a whole network of sites managed by staff who themselves have been and still are just ‘ordinary’ members of this club.

We sadly had quite the opposite two times on Club Sites. We had booked The Minnows for an overnight stop heading to Cornwall. Bad hold up on M5 saw us stuck in stationary traffic near Bristol. I phoned to let Site know we would be after 8pm. No understanding whatsoever. We found a lovely CL who were very accommodating, said roll up when you can, pitch up, see you in morning after a rest.
Second time was Cirencester. M5 closed just after Exeter, so we had to go cross country. We arrived after office had closed in torrential rain, (before 8pm though) Left standing out in rain while Warden gave me a lecture on only ringing the office bell once, (his TV in awning drowned out most other noise🤷♀️) and inspecting my Membership card. I had my revenge on him to an enthralled and packed office the next morning, politely but firmly. A different mindset to Wardens we have met since, he’s probably long gone now thankfully.If it wasn’t for the need for increased security on Sites for a variety of reasons, there could be a later arrival in longer Summer times that could benefit a few people, but most Sites now have security gates, key pads for facilities. It is what it is for first arrival day, you either go with it, or you go elsewhere🤷♀️

yes you do you have admitted it on here on your favourite site/pitch and You even pay for the privilege.
I'm sure you'll say it's not a booking but a 'reservation'
