The outbreak in Merthyr is very different to that in Leicester.
From the BBC
We know what caused the spike in Merthyr Tydfil: an outbreak in a food-processing plant.
In very local outbreaks like those, officials might test everyone in a plant, leading to a sudden spike in confirmed cases that falls away over the following weeks.
Of the 108 positive tests in Merthyr in that week, 104 were on one day, with no more than a single infection reported on any other day.
Public Health Wales told the BBC that, at the moment, it sees "no evidence of a big surge of infections in the wider community in Merthyr".

Woop, woop! Travel restrictions lifted today, at least we can now travel to visit caravan sites in England and Scotland. To our neighbours on the other side of Offas Dyke we hope to welcome you soon, minus facility blocks of course, but day visits are now possible. Croeso Pawb, welcome all.

The latest position seems to be. Self Caterings opening 11th., July. Caravan club sites like Brecon opening 13th, July. Caravan & Motorhomes must have their own wash and toilet facilities. Communal blocks wll not be open. Camping sites still restricted Travel restrictions lifted today, free travel across and into Wales. Second homes can be used from today. The next update from the Welsh Government expected 9th July. Some outdoor venues are opening- unmanned CADW sites. Zip world etc looking to open very soon. No mention of National Trust.

Wayto Go- Just like you I am apprehensive but realise we need to get the economy back for the good of all. My main grouse has been the selfish Second Homers rushing from the cities putting us and our services at risk. The stupid day trippers who whatever they said knew the area was closed. Those who cannot accept that Devolution means things are done differently in the various part of the UK, that is not advocating the break up of the UK. Please wait for the next announcement on 9th., July and hopefully you will see a Welcome in the hillsides.

Latest update from WAG in addition to self contained holiday accommodation opening from Saturday 11th July ( although club sites not until Monday 13th with facility blocks closed) All campsites with facility blocks open will be available from 25th July. So with any luck the C&MH will open the toilets etc from then.

Comprehensive time table given this morning. Basically most things opend by end of July and all early August. Caveat is the virus must still be under control. Drakeford highlighted what has happened in Melbourne to emphasis " The virus has not gone away"> Will not detail as no doubt someone will find some exceptions, .No doubt someone can put up the web site for full details. Whereas no mention was made of shared facilities it would seem that with campsites opening, site toilet blocks will be the same. Probably the final decision will be up to the club.
