That is indeed how it was done as well as refunding the deposit paid for the card if you returned it. In the case of Club sites, all fitted with the same system, you would keep the card until the next visit to a Club site. The only time you would bother any staff would be for a top up of the card which you could do when checking in.

not sure why some folk pay membership fees and site fees to this club if it is as bad as described in many areas, and before you ask, i pay membership fees because of the benefits i get for overseas travel mainly and the overseas part of this forum, but very seldom use club sites.
as for installing meters, sure there would be an initial capital cost that would take some years to re-coup, but the club seem to pursue a course of buying sites that must cost thousands to bring up to club standards, Bingham Grange being one of many, just maybe they should concentrate efforts in upgrading exisiting sites to make them more "Green", solar panels on facilities blocks, motion sensor lights that are set properly, etc, that said does anybody from the club monitor this forum

this complicates the issue all pitches have EHU 2 options
a, you purchase a card that you stick in the EHU, if you dont want leccy dont purchase card
b. when you check in if you want leccy, office staff switch on EHU which is metered, pay on exit, if you dont want leccy office staff do not switch on.
simple, no need to police the site looking for people with 100 meter leads plugging into EHU they are not entitled to, but it may increase the number of people with 100 meter leads plugging into facilities block

I am happy to use CC sites for part of my tours as they offer me a standard that I like. Simple really.

there always is, its a campsite reception office, where would the reception staff be?

some site do have an employee hook and unhook you from the bollard, if its sneaky lekky pinching that needs monitoring, although ive never seen anyone trying it on..
but just like settling the bill, the call to the office will get you your own personal pitch butler to unhook you at your convenience.
never been an issue in causing any sort of delay, either with connecting or disconnecting...
the systems and processes (and staffing levels) are just geared up to be able to cope with high numbers of customers coming and going at any time of the day..
not having the bow-wave of an 'arrival time' probably helps.
