Three weeks is not nearly enough, in my opinion. For all 3 areas, three months would be nearer the mark.
Scotland is huge and that alone deserves several weeks to see it properly. In three weeks you will see little more than the tarmac road ahead if you try to cram in such a vast itinerary. You’ll be exhausted.
I suggest you pick a much smaller area and then people can suggest the best places/sites in that area.

We often do the Lakes and Scotland together. This year we did the Peak District, Northumberland and the Lakes, Scotland would have stretched our time too much.
All being well we hope to return to the Lakes in the Autumn and then continue into Scotland, this will take three weeks, a mixture of short stops and some longer ones however it is a lot of driving and we are very familiar with some of the places we visit. You might find it a bit tiring trying to see so much over such a large area, the maps make it look easy but there are some long distances to tackle.
Whatever your plans I hope you enjoy yourselves but allow time to rest and stop.

Not sure where you're starting from which might have a big bearing on any advice. We have done the lakes and Yorkshire in a 3 week trip and similarly Yorkshire and the Peaks. To include Scotland as well, from down here anyway would certainly be pushing things. Can give you lots of ideas for dog friendly locations in those places and also lots of sites including CLs if that's the sort of thing you're after, but remember it's a holiday so you need time to relax as well. There will always be other times to go further afield.

As a sampler you could do the northern Lakes for a week then onto Dumfries & Galloway for a week and a final one in the Peak District. It depends what you like doing and what type of sites you want to use.

I think you need to decide what you would like to see in each area, and plan to move only a couple of times. That way you can maximise your days out and not eat into them with travelling and setting up.
I doubt you will get up far into Scotland, but D&G and the Borders are lovely, with lots to see and do, some nice beaches, plenty of history. Spectacular scenery in Lakes, good for walking, waterbased activities. Peak District again has some very special places such as Castleton, Buxton, Dovedale. Nice towns and villages.
Lakes and Peaks will be rammed with sheep, so dogs walks need to take account of this, but there are lovely walks. Expect smaller roads away from M6, and you will be going around things like Lakes and hills that eat into travel time, but all three areas are lovely and quite different. There are some great CLs in all three areas, as well as Club Sites. Oh, and take some wet weather gear..........😁

Like everyone else I wouldn't try to cover as much as that in three weeks. This is my blog on our holiday in the Peaks and from there you can link to a couple of Lake District blogs and Scotland ones. You may get some idea of how much there is to see in these areas and where we stayed with our caravan.
