As for posts about purchasing food or drink from pubs etc: there is a code of conduct about how one uses these premises when you join a scheme. And, presumably, if the scheme isn't working for owners they will pull out
Good, at least some thought has gone into how the scheme should work, unfortunately you will always get the odd free loader who will chance their arm. From a LC perspective i am not sure how they would assess the merits/demerits of providing services and the impact in terms of added money in the pockets of local business.
This could be a very fluid situation, e.g. for the last 2 weeks of Feb we all had brilliant weather and our local area was rammed packed, car parks overflowing, I could have rented my drive out at £20 per day no probs, now children back at school gale force winds, the place is deserted.

On such sites the owners have full details of the transgressor and appropriate steps could be taken. Membership withdrawn on a national basis? What could a local pub/farm shop do?

well you cannot know that either, you have no idea why people didn't sign up. All you have is secondary anecdotal evidence from an unrepresentative forum. (in the same way that CT is unrepresentative of all LV users) If there was a true need from motor homers more would have signed the petitions.

I don't disagree and I think that is one of the flaws in the OP's suggestion. Land close to city and town centres will be expensive and for those that think, even if the Club did go down the route suggested, that they would have overnight parking for under a tenner might well be very disappointed?

I don't see the club providing 'new' Aires or similar, for the reasons described...primarily land cost..
however, I do think that, with a little radical thinking and, of course, the desire to complement changing service requirements from the shift towards MH ownership and touring patterns, it may well be possible to make (fairly inexpensive) alterations to existing sites, to make use of carparks/LNAs together or separately to provide the sort of fast turnaround, minimum facs pitches being mentioned.
if this were combined with a modernisation of the current barrier system with a move to ANPR it might make pre booked check in a bit smoother, anything to reduce queuing close to 'arrival time' would be good.

Land costs should not be a barrier. The Club does not have to buy the land it could work in partnership with the land owner? Have a look around your town, I bet you can spot some underused land somewhere or a corner that could be given over to motorhome parking.

I think you mean Motorhome Club. I view them as a fairly amateur organisation largely run by volunteers. They do have a system of “Safe Knights” using members land and CLs but I have no idea if they have investigated establishing Aires. I doubt they have the resources to do so.

I was thinking along the lines of the ‘car park’ scenarios I’ve seen posted PD, laying a concrete apron to accommodate moho’s won’t come cheap particularly so if the charges are expected to be around £5.

I think it is a misconception to think that an aire would be that cheap in this country. Like I said I and I am sure many others would be prepared to pay much more for the right locations. If car parks can be justified and profitable, why not a motorhome aire?

From what I’ve read on forums I think the majority of aires users have come to expect low costs. I would expect a costly ‘car park’ to be ignored. I for one would never invest in such a gamble & i’d expect councils to think the same, particularly so if they’re seeking an enterprise partner☹️

Personally I feel the club is motorhome friendly and is moving forward with our needs. We can book just that one night or 21 consecutive nights on all club sites, this network approach/view by the club is a real bonus for many of us. The slow but sure introduction of MH service points is also helpful for some but not essential for others. Currently good health and mobility means we can use ordinary service point without hassle. Personally this is enough for us and the provision of aire type stops should possibly be left to other providers. Just a thought!

In the UK it seems, that there is a mindset that the orange lead is vital even on LNAs if EHU is there it is used,so any aire unless a maximum stay of say two nights will all require water,waste(must be large drive over) toilet emptying and EHU which would not be "cheap" to set up or use and unless there is a very strong security then there will be "problems"
And even sites with Barriers are it seem now getting more "problems" with some "arrivals"as noted on our second home where add barriers have had to be installed (losing the LNA) and outside security staff when the other "tourists" have been moved on from where they last moved in
