From everything I have ever read, NO. Neither is a motor-mover, if fitted.
Traditionally, a battery was not even included! ....or a gas cylinder. This may have changed for more recent 'vans, and I'm sure someone will fill in the latest details.

From my 2012 Lunar handbook.
Mass in Running Order includes:
6Kg Hook-up cable
1Kg Winding handle
16Kg gas bottles
10Kg water in heater
2Kg toilet water
Anything else comes out of the user payload.

As the spare wheel and carrier are part of the caravan specification I would have thought they were included, the things listed by D Miller are loose items and the gas bottles are not even supplied with the caravan. Possibly the best bet is to ask Lunar though.

Everything that forms part of the standard spec of the van is in the MIRO, so unless you ordered the spare as an optional extra, it will be in the weight.
Loose items supplied are also included, in our case the step, a waste water container, the EHU cable, the winding tool and the water uptake pipe.
I believe an allowance of 10kg for gas is also made.
