One problem the outside temp would be constantly changing.
so therefore the use of power/gas consumption would vary greatly.

found an online conversion rate for KWH and the amount of gas consumed..... 0.145L
so 3KWH would consume 0.435L. of LPG.
at 60p per litre, this is 26.1p per hour.
on the elctric side, 3KWH x 12p = 36p per hour.
so, electric is 38% more expensive using your prices.

ps....when we were on a long term site in spain, all the 'locals' used a Cepsa/Repsol cylinder for heat/cooking and fridge as it was cheaper than the metered electric.
many also turned off the battery charger and used solar to provide sufficient juice for heating/water pump, lights, tv etc......
really kept the 'per night' price down....

Propane contains around 50 MJ/kg.
LPG Propane has a density of 0.54 kg/l
So a litre of LPG propane contains 50 x 0.54 = 27 MJ of energy.
1 Joule is 1 watt of power per second, so 1 MJ = 0.2777777777778 kWh.
Therefore there are 27 x 0.28 = 7.49 kWh in 1 litre of LPG propane.
so 8p / kWh - 24p / 3kWh.
Now for electricity as nearly all the energy is converted to heat, the efficiency can be assumed as 100%.
However for gas, efficiency drops to typically 60-85%, so if we are comparing apple with apples - i.e. kWh or heat into the MH with 3kWh of heat into the MH.
So, between 24 / 0.85 = 28p / 3kWh and 24 / 0.60 = 40p / 3kWh.
So for LPG propane between 28-40p / 3kWh (subject to how efficient your heater is)
vs (as BB states) for electricity 36p / kWh.

One other point is that except in the initial warm up period the heater will only work intermittently to maintain the temperature so the actual heating costs are then entirely dependent on other factors mostly the insulation efficiency of the caravan.
If you are on an electric hook up though that is the cheapest for you.

WW, i dont think you can say this as you (we) have no idea how much of the pitch fee is as a result of the site's calculation on electricity (and bollard) usage.
some sites are clear and upfront about charges and may allow a with/without ehu option, at a clear price.
with CC sites, the built in ehu element might be any value, and as we dont know what that is, we cant say its the cheapest option...
all we can say is that its included and youll have to pay upfront.
