New Legislation
I recently learnt upon taking my vehicle for a Class Four M.O.T ,that vehicles now (as of six months ago new legislation ) that are OVER 3.500 Kgs.(3ton) are now subject to an HGV Lorry (First Time Test ),test at approved test centre for such !!
Particularly if the so called 'garage' area contains a car or motor cycle !! An application form ' VTG1''can be obtained from the 'D.V.L.S' by downloading or request by phone (0300-123-9000) ,filled out form is then sent back to D.V.L.S who will asses you requirements & info etc. You then have a choice of which & where to book in your vehicle .Suitable test centre/garages are on line .To date i have no info' on fee's etc .

I had the same issue 2 weeks ago when I took my 3850kg motorhome for MOT. The testing station said I needed to go to an HGV test centre until I pointed out the wording on my V11 vehicle tax reminder, that says,
”This vehicle needs an MOT certificate or, if the vehicle is carrying goods/burden not needed by the user for accommodation purposes on the vehicle, a goods vehicle test certificate.”
So after a short discussion, where it is clear the vehicle only carries goods needed for accommodation, they agreed to test my motorhome which is classed as a private HGV on the V11.

The legislation now considers that the vehicle is a " LIVE IN " van !! As so the HGV lorry test is necessary !! Particularly if the so called " garage" houses a car or Motor cycle !!

Well ,!! after presenting myself & vehicle to the "Approved Government HGV Testing Station " on Tuesday, it appears that some departments don't speak to each other yet !! Surprise surprise !! The documents sent to me by DVSA ,filled in with details of my vehicle etc,wer'nt much use ,as the test centre could'nt bring up details from DVSA on screen !! SO, after yet another (extended ) phone call to DVSA ,it appears that the documentation should have been returned to them (with completed info') BEFORE booking a test !! (and fee's paid )
IF ,if you have to go down the route of a new legislative test for HGV on a van over 3.500 K (3tons ) after completing said paperwork ,RETURN the documents to DVSA so that they can load up their system to enable the test stations access for details .
I now have to wait (yet again) for a test date !! The original MOT expired on the 19th of May .

New Legislation --UPDATE !!
SO,,today 21/6/22 i presented my vehicle (now subject to "VGT1" ) to the approved new date for examination on the new approved by VOSA/DVSA/DVLA et,al,,advice .
The examiner for DVSA was a bit confused as to the why & wherefore that a class 4 was refused previously etc ,SO after many phone (his) calls with many departments & people at Swansea ,,it was CONFIRMED that YES under the NEW LEGISLATION my vehicle MUST undergo the VTG1 ,,HGV,, test ,,that all my applications were CORRECT .
With further advice from Swansea ,it was agreed that an "EXEMPTION" is in my favour to not have a " TACHO" or" SPEED LIMITER " fitted !! SO,,after nearly 2 hours ,,i am now LEGAL again ,,with the cost of around £250 in all ,,,,£ DVSA application fee & 5 pages of paperwork was £91.00,,Test centre fee of £141.16 (including 'lane fee') plus all the LONG waiting phone calls ,!! Should be a LOT simpler next year !!! ???

Oh just as a cursory parting shot ,,he said that the wheel trims MUST come off next time so that the wheel nuts can be tested for torque !! 0
