We have a few National Rally pennants does  anyone know when they started to to make  them and when they stopped.

    I imagine they started when the first National started. I was not aware they had been discontinued but then I haven't been to a National for some years. Many of my friends stopped going, my enthusiasm waned and other shows were more attractive.
