Economy flushed away
Why do some site wardens think it is more economical to limit the amount of flush water in the loos? On our recent tour we were at one CC site where the amount of flush water just wasn't enough to clear the pan and thus required a second attempt after having to wait a few minutes for the cistern to refill. Thinking that it might have been just that one loo that had a problem I used a different one next time but with the same result. I'm sure that having to double or even possibly treble flush must be more wasteful of water than a full cistern is in the long term.
On other CC sites the loos flushed well on the first attempt so it can't be a dictate from upon high.
And whilst on the subject of loos, why do some people refuse to use the loo brush? Is this how they are at home. Disgusting behaviour.

I wonder if they use different types of flush depending on the age of the toilet block. I know that when I replaced the bathrooms at home I changed the flush on both toilets from the old ball cock type float which needed a full system to work to the type with the dual flush which will work on a relatively small amount of water. I have certainly been on Club site where it seems to take an age to refill the cistern and sometimes the flush lever does not seem to work properly. Mind you given the amount of times those toilets are used I suppose they are prone to damage and wear?

We're over there ( or here fom our point of view) and the it's ' keep pressing till it's gone' type of flushing with lots of water pressure. Unfortunately, even this ideal flushing solution doesn't solve the OP's problem about lack of brushing. At home, their womenfolk must clean up, we must presume. Ugh! What a topic!
