Maybe it was a friend or family member of the warden's.

We clean caravan and vehicle before setting out.  Whether or not I do any cleaning on pitch will depend on what weather conditions have been like, and how long we are staying.

Windows (car and van), and lights and windows (car) are kept clean.  For any other cleaning, it is a case of a bucket of water, sponge and leather, and this only if the condition is beyond reasonably acceptable light grime.  The biggest cause for a (partial) clean is bird droppings.

We have noticed that some campers bring their own step ladder.  Well, providing they are not abusing the use of water, are on their own pitch and not damaging it, then isn't that their affair?

Recently, in France and on serviced pitches, we did see a couple of campers hosing down their cars and caravans.  In one case, one was hosing down his breathable groundsheet.  Another did not need to clean his groundsheet, as it had a sheet of clear polythene underneath it. And all this on grass pitches.
