Permanent occupation would not be possible because even if a site is open all year round, maximum stay is 21 nights on a CMC site. You then need to be away for 48 hours before you can return to the same site. Even that can only happen if pitches are available. If the site is fully booked, it is necessary to find another site.

we van all year but that is mainly CLs and, by an large, grass pitches which would be more difficult for motor homers. If the club open more sites in the winter our usage would be governed by them not overpricing. We are quite happy using our own facilities, running the heating on gas etc.

Nat Parks like to give planning because they can control the usage, length of opening etc. Its why they in most cases give approval at a nod for Cls to increase to say 10/12. They are then in control of usage Its a myth that Nat arks are totally anti planning, especially in Tourism.

We have been lucky OP. There are lots of nice CLs, small private sites that stay open, good prices as well. Plus a good few of the open all year/nearly all year Club Sites are not far away. A lot better value in the Winter. We like to take a couple of cottage holidays as well, love it if it snows, we can play nicely with Jeeps then!

The main advantage with CLs is that you can stay longer, 28 days instead of 21.

Surely there are better reason for staying on CLs than that!!
Less or no regimentation, only as many as 4 other vans (usually), generally much more peaceful, a much greater variety of locations, the chance to book a H/S pitch, should one want to, the option of booking an adult only &/or dog free site if that what one wants. Much cheaper prices too, especially during high season.
I'm sure others will come up with other reasons.

Most CLs tend to be quiet, peaceful places, great for spotting wildlife, getting out way off the beaten track, and some have little if no light pollution! So great for star gazing as well.
We used to go away for full four week breaks when we were still working, so the 28 days rather than 21 was a bonus, but not the main reason we used them! We made some nice friends on CLs as well, lovely owners and follow CL lovers like ourselves!

I think it is unfair to single out the club or clubs as you put it, as they are not set by the club and the club alone Dave, often it's local authorities and will apply to non club sites as well. It is usually 28 days on most UK sites. Again Different countries have different laws/regulations. Even seasonal pitches on non club sites have the same restrictions

but again you single out the club network (and yes you couldn't tour the way you do over there within the club, but the club is not the only owner of sites to impose a 28 day stay . You could have the same restriction on non club sites as well.
