No Diesel by 2040

what are peoples thoughts in relation to the governments plans to stop petrol/diesel car production/sales in the uk by 2040 in relation to the viability of electric cars/hybrids being viable towcars and the current weight restrictions on 'youngsters' driving licences in relation to upper towing weights/capacities (without sitting an additional b+e test).
