Warning just returned from Spain

Warning Spain,  we have just returned from Spain and on the ring road going round Barcelona was told to pull over by two men and a women in the rear of an unmarked white car, one of the men was waving an official looking card at us shouting that they wanted us to stop and look at our passports, to this I just stuck my finger up and keept on driving, after a short time the gave up the very heavy traffic did not seem to worry them at all, the year before again we had the hand waving that there was something wrong with the rear of our van,again we kept on driving and they pulled over on the hard shoulder and did not follow us, this was passing Tarrgona on the AP7 it must be getting very bad out there now as it has happend to us twice
