motorhome weight -advice needed

Our motorhome weighs, so the manual says. 3300 kilos, and over 3500 kilos on the continent means that you are subjected to lower speed limits. This is not a problem, as such, just that if we have little to carry and the water tank is empty, we could be just under 3500, but if full of equipmant such as tables, chairrrs etc we are certainly over 3500 kilos. How would you, or the Police, know your exact weight? Or is it that if the vehicle is bought at 3300, then it is always classed as being less than 3500, even if in practice it isn't !!
I know this is not a story, but I could not see anywhere else!!
