Peugeot 3008 Low towbar height

Hi looking for advice on how to overcome a low tow bar under towing. With the car fully laden and hitched up, the Jockey wheel sometimes hits the Tarmac when going over speed humps, potholes etc. I am towing an Adria tamar, nose weight checked etc... Is
it a suspension issue? Please help
