Drilling holes for windbreak poles

Normally we hammered in the poles for the windbreak between us, but it is now getting painful for us to do this. 

I have thought of getting a cheapie masonry bit to drill the initial hole and then to hammer in the pole.  I am hoping a 20mm or more masonry bit will be big enough, but it needs ot fit onto a drill with a maximum aperture of 13mm..

Does any one else use this method as some hard standing can be like concrete when trying to knock pegs in?
